Probably a scam. Go to the marked pickup point and use the app or the prepaid booth.
Drivers outside the arrival gates call out "taxi, taxi" and quote a price. Some say the app fare leaves out parking or other charges. Travellers report this at the airport. The airport lists app cabs and prepaid taxis as the normal options, with app-cab pickup at Level 0 of the multi-level car park at T3.

Do this
- Keep walking. You don't need to explain or argue.
- At T3, follow the signs to the multi-level car park, Level 0, for app cabs. The airport's page lists the pickup area for other terminals.
- Match the number plate and driver's name in your app before you get in.
- No data? Use the prepaid taxi booth run under Delhi Traffic Police. It gives a signed receipt with the fare and taxi number.
